One of the following would make skeleton builds actually enjoyable: substantially increased movement speed; working with Convocation; or adding a meaningful buff instead of the nice-in-theory-but-pointless-in-practice "increased skeleton duration" mod that's all over the place. convocation would really help much.

summons 2 skele's, so if a target is using single target one shots only one will die at a time, at level 20, one skele has 315.7 pdps, two have 731.5 pdps, versus 595.8 dps of raging spirits (half fire), accounting for cast speed SRS has 744.7 dps, half of which is fire, but SRS cannot tank, versus zombies with 485.6 pdps which need corpses, admittedly skele's scale worse off elemental damage due to that modifier but they would be imbalanced if they had 100% elemental damage (yay MI), although chaos damage is not reduced so if you can find a way to make skele's do high chaos damage, great, can have up to 20 skeletons (10 seconds of casting with no cast speed or duration of any sort), as opposed to raging spirits which time out, ai keeps them around where they were summoned, if they could be convocated with duration you'd basically get an army of skeletons that all had high pdps that recovered ~10% of their max hp every second (unless you scaled their health, it's still ~100 hp regen per second), which would most definitely be imbalanced, as for summoning ranged skeletons, that would defeat the entire purpose of having high damage long duration melee skeletons that were constrained to one area, vaal skeletons is different because admittedly it is a vaal skill and not nearly as spammable as it's non-vaal counterpart. Well they certainly do not do more damage, not to even mention AI and efficiency, than Spectre's so that seems like a moot point to me. However, getting to merciless A4 isn't that bad since skeletons do excellent single target damage. Those missions shouldn't even exist in the first place. This setups help a lot in the mitigation of scenarios where you take 4/5 hits in a row and die.
This - I also use the same set up but with bone offering on a necro with the offering sharing ascension passive. I use it with CWDT because it's automatic.

Another option would be to reduce the cast time, but I think making Convocation apply would lead to more interesting options as far as increased duration passives and links for skeletons, as well as a direct buff to Queen's Decree, which is largely underused and overlooked.

The amount of survivability a summon skellies build brings to groups is unparalleled. You yourself sight the many problems and overall clunkyness of Skellies as a primary skill. the problem i see is faster moving monsters, that are harder for these slow reacting skeletons. Then get to the boss, pop vaal summon skellies and it just fell over.

In a temp league with actual trading, I could easily see myself with 7.5k+ ES with GG gear (I had 6.3k) and I could already survive a vaal smash in a normal Atziri map.
it also may come from before: now it's instant, so you can cast it without the risk of being stun. Solo wise, I could clear maps just fine at a reasonable pace that I was happy with.
